Reports have been submitted concerning repeated instances of unauthorized contact and privacy violations by suspect entities in possession of confidential owner information from Corbeau BCS2460. These entities are alleged to have engaged in intimidation and coercive tactics against homeowners exercising their lawful rights. Source of leak is identified as StrataCo Property Management of Burnaby BC, and their contractors, via Corbeau council. 

The matter has been referred to the appropriate authorities for investigation. Affected owners continue to be denied access to Corbeau’s official agenda and meeting minutes, and identified conflicts of interest remain unresolved.

Re: Alleged Fraud, Harassment, and Rights Violations by StrataCo Property Management (Burnaby, BC)


1. Complainant Status


I am a homeowner (or representative of homeowners) affected by the actions of StrataCo Property Management, located at 4126 Norland Ave #101, Burnaby, BC, V5G 3S8, operating across the Lower Mainland of British Columbia.


This statement is made in good faith and is based on first-hand experiences, documentary evidence, recordings, witness accounts, and a body of investigative material accumulated since approximately 2010. Multiple individuals named or implicated have been given opportunities to respond or correct the record and have refused to do so.


I am submitting this statement due to fear of ongoing retaliation, intimidation, financial harm, and potential physical danger.


2. Nature of Complaint


This complaint concerns alleged systemic misconduct by StrataCo Property Management, including but not limited to:


Fraud and misappropriation of strata funds


Destruction and withholding of corporate records


Denial of statutory rights under the BC Strata Property Act


Harassment, intimidation, and retaliation against homeowners


Discriminatory treatment of certain owners


Privacy breaches and unlawful disclosure of personal information


Extortion, duress, and coercive tactics


Cyber-related misconduct (email deletion, meeting interference)


Failure to cooperate with audits, disclosures, or oversight


3. Denial of Statutory Rights and Governance Failures


Owners report the following ongoing practices:


Financial records, contracts, bank statements, and audits are not made available to owners.


Owners are prevented from speaking at AGMs and SGMs, and concerns are not entered into official minutes.


Complaints are discouraged or refused entirely.


Owners are denied voting rights, including selective denial based on criticism or inquiries.


Council reports submitted by members have allegedly been destroyed.


Owner lists have never been made available as required.


Meeting agendas and records have been missing or incomplete for over a decade.


Minutes issued do not reflect actual discussions or decisions.


Claims of quorum are made without verifiable proof.


These practices appear to directly conflict with obligations under the BC Strata Property Act.


4. Retaliation, Harassment, and Intimidation


Owners who question financial or governance issues report:


Targeted retaliation for raising concerns.


Harassment and ad hominem attacks by contractors and individuals affiliated with strata operations.


Physical intimidation at meetings by individuals identified as contractors or associates.


Removal or disconnection of owners from virtual meetings when attempting to speak.


Ongoing stalking by individuals identified as corporate representatives or associates, in some cases for multiple years.


Fear of further retaliation, including threats and implied violence.


Some owners report incidents involving threats to personal safety, with alleged dates, witnesses, and recordings available.


5. Extortion, Duress, and Financial Harm


Reported practices include:


Pressure on owners to make payments under duress.


Excessive fees for document access (e.g., per-page charges, paper-only restrictions).


Refusal to provide digital records.


Coercive behavior allegedly intended to force owners to sell their homes at distressed prices.


Coordinated actions that create ongoing stress, financial strain, and housing insecurity.


6. Records Destruction and Cyber-Related Misconduct


Owners report:


Incoming emails and correspondence being deleted or not retained.


No acknowledgment or response to large volumes of owner communications.


Corporate email account functioning as a “black hole” with no record retention.


Interference with online meetings and communications.


Lack of call recordings or accountability for verbal instructions.


These actions raise concerns about intentional destruction of records and obstruction of oversight.

7. Privacy Violations


There are reports that:


Personal information of targeted owners has been disclosed without consent.


Information has been shared with individuals described as “off-book contractors.”


Privacy breaches have occurred without notice, remedy, or explanation.


8. Contractor Influence and Conflicts of Interest


Owners observe an unusually close relationship between management and certain contractors, including:


Contractors being prioritized over owners during meetings and decision-making.


Contractors participating in intimidation and enforcement activities.


Apparent conflicts of interest not disclosed to ownership.


9. Failure of Oversight and Reporting


Despite multiple reports to authorities and regulators, owners report little to no response. This lack of enforcement has contributed to a belief that misconduct continues unchecked.


10. Financial Integrity Concerns


Due to the refusal to disclose records, owners are unable to account for strata funds. Based on observed patterns across properties, investigators cannot rule out large-scale financial misconduct, including potential misuse or pooling of homeowner funds.


11. Public Risk and Ongoing Harm


StrataCo Property Management continues to operate and manage multiple properties. Based on historical patterns, complainants reasonably fear:


Continued retaliation against whistleblowers


Escalation of harassment or intimidation


Ongoing financial and personal harm to homeowners


There is concern that individuals responsible may attempt to identify complainants and retaliate rather than address these issues transparently.


12. Request


I respectfully request that law enforcement and appropriate authorities:


Open a formal investigation into StrataCo Property Management


Preserve relevant records and communications


Investigate allegations of fraud, extortion, harassment, and privacy violations


Ensure protection for complainants and witnesses


Refer matters to appropriate regulatory and prosecutorial bodies
