These entities are alleged to have engaged in intimidation and coercive tactics against homeowners exercising their lawful rights. Source of leak is identified as StrataCo Property Management of Burnaby BC, and their contractors, via Corbeau council.
The matter has been referred to the appropriate authorities for investigation. Affected owners continue to be denied access to Corbeau’s official agenda and meeting minutes, and identified conflicts of interest remain unresolved.

Owners Allege Systemic Abuse, Fraud at Port Moody Strata Corbeau BCS2460
PORT MOODY, B.C. — A growing number of homeowners at Corbeau Strata Plan BCS2460 say their community housing corporation has become “a crime scene” marked by alleged fraud, intimidation, and the systematic erosion of homeowners’ rights.
The 74-unit townhouse complex at 101–102 Fraser Street has drawn a steady stream of alarming public complaints over the past decade, according to owners and former owners who say efforts to raise concerns internally have been blocked or erased.
“Corbeau Bcs2460 is a terrible strata corporation. A dishonest and toxic community housing corp,” wrote one reviewer, identified as Victim X, in a public post. “Trying to exercise your rights is a life-threatening enterprise. Instead of democracy, this corporation has adopted an Apartheid-like system of governance.”
Multiple owners allege the existence of a “privileged class” within the strata, receiving favorable treatment and access to information, while other owners are marginalized, fined, or silenced.
Allegations of Fraud and Suppression
Owners describe a pattern of missing records, undisclosed conflicts of interest, and a lack of basic governance safeguards such as audited financials, recorded meetings, or accessible agendas.
“No agendas, no recorded meetings, no audits, no answers, known crooks - Welcome to Corbeau,” wrote a group identifying themselves as victims dating back to 2010.
Another owner, identified as Victim #67, alleged document forgery and stalking. “First thing the crooks did was forge names of council members, stalk targets with a fraudulent document, remove agenda and block the rights of the other owners. The minutes are baloney. No bank info.”
Several quotes accuse the strata council of operating in lockstep while denying any problems. One reviewer mocked what they described as a disconnect between council messaging and owners’ experiences.
“‘It’s wonderful here! Not one complaint in 15 years! BTW we need a new levy,’ says council president Kathleen Thomson,” wrote one owner, alleging that complaints are routinely destroyed rather than addressed.
Management Company Under Fire
Many of the complaints focus on StrataCo Property Management of Burnaby, which manages Corbeau and numerous other properties across the Lower Mainland. Owners allege the company does not act in homeowners’ best interests and has interfered with owners’ ability to communicate with one another.
“They’ve hotwired Corbeau’s information system; the owners’ ability to communicate with each other has been intercepted,” wrote an Original Owner. “Instead of smart and efficient, Corbeau corp has evolved into bloated and corrupt.”
Investigators and owners say they are unable to rule out financial misconduct across properties managed by the firm.
“No answers. No contracts. No audits. Lots of huge levies. This arrangement checks a lot of boxes for a Ponzi scheme,” wrote Victim K.
Another owner added pointedly, “If you think StrataCo’s Allan Grandy is working for the best interests of you, the homeowner, you may be a good candidate to buy the Lion’s Gate Bridge.”
Fear, Retaliation, and Calls for Oversight
Several owners describe fear of retaliation for speaking out. One called Corbeau “a hunting ground for housing fraudsters and dirty cops,” while another alleged a coordinated response against dissenters.
“This community housing corporation was hijacked by fraudsters in 2010 and has been a crime scene ever since. If anyone asks too many questions, they have a ‘program’ ready to go,” wrote Victim Y2.
Others question the lack of visible intervention by authorities.
“How could all this be happening in Port Moody and city hall claim ignorance?” asked Victim T.
The Panda Collective, an advocacy group assisting owners, says it is seeking responses from RCMP and BC housing officials regarding what it characterizes as human rights abuses affecting homeowners across the Lower Mainland.
“It would be difficult to find a more corrupt arrangement than this. Do not buy at Corbeau. Do not buy property managed by StrataCo,” warned Victims B & H. “A very good chance you’ll be victimized like us.”
Unanswered Questions
Despite years of public reviews and repeated allegations, owners say core questions remain unresolved: where owners’ money has gone, why records are unavailable, and who benefits from the current structure.
“What else are they hiding?” asked Original Owner R2.
Most recently, a group of owners issued a public demand that their concerns be formally acknowledged.
“The abused owners of Corbeau BCS2460 demand that this item be put in its entirety on the agenda and distributed to all owners immediately,” they wrote. And, for sixteen years, they have been denied.
StrataCo Property Management, Corbeau council, and relevant authorities refuse to acknowledge these issues and were not available for comment at the time of publication.
